Why owner-operators must join a consortium
Under FMCSA rules (49 CFR Part 382), every driver subject to DOT testing must participate in a random testing program. A one-truck owner-operator can't randomly select themselves, so the regulation requires you to join a consortium/third-party administrator (C/TPA) — a pool of drivers from which random selections are drawn throughout the year. Being enrolled and able to produce your records is what keeps you legal at a roadside inspection or new-entrant audit.

Failed a test or need reinstatement?
